“Taking into account that we (at the International BRICS Parliamentary Forum – editor’s note) discuss people-centric development, all the countries develop these systems differently, as it depends on investments, energy, human potential, etc. But I think that we are facing the same challenges: artificial intelligence must not replace critical thinking, creative skills, intention to develop properly our future generations,” said Sergey Boyarsky.

The Chairman of the Committee stressed that the framework law on AI regulation which the State Duma adopted this summer, introduced certain provisions related to domestic sovereign national models that should go hand in hand with Russian spiritual and moral values. “As for me, this is a very important point, and we should tell about it to our colleagues (at BRICS – editor’s note), so they could think about it too,” he concluded.

The Chairman of the State Duma Vyacheslav Volodin noted in his speech at the plenary session on the topic “Sustainability: Role of parliaments in maintaining sustainability of state institutions of future development” at the 12th International BRICS Parliamentary Forum the importance of “adapting national legislations to changing conditions”.

“Artificial intelligence brings not only opportunities, but also modern challenges,” said the Chairman of the State Duma. “If you support, we propose to create an expert council within the BRICS parliamentary dimension which can include relevant AI specialists from our countries. This would help exchanging the best legislative practices,” he said.
