The State Duma of the ninth convocation held its first plenary meeting. The relevant decree on the first plenary meeting of the State Duma was signed by the President of Russia Vladimir Putin on September 25.
The head of state addressed members of the State Duma of new convocation. “You, the deputies of the highest representative body in Russia, have been elected to dedicate priority attention to issues of national importance: increasing Russia’s defence capability and doing everything in your power to secure our victory, and supporting our defenders and their families. The previous State Duma created a system of support measures, and your task now is to improve it,” said Vladimir Putin, addressing the parliamentarians.

Vyacheslav Victorovich Chairman of the State Duma of the Federal Assembly of the Russian Federation (Elected in a single mandate electoral district № 164 – Saratov district, Saratov Oblast) was elected Chairman of the State Duma, he was nominated by the United Russia faction and his nomination was supported by the President of Russia Vladimir Putin.
In addition, members of the State Duma discussed issues related to electing Deputy Chairmen of the State Duma, composition of the State Duma Committees and their Chairmen, Commissions of the State Duma, etc.

Yury Petrov announced the official results of the parliamentary elections held on September 18–20 and stressed that the following political parties received seats: United Russia, CPRF, LDPR, New People and A Just Russia, one seat got a representative of Rodina party and there are also four independent candidates.
“There are participants in the special military operation with us,” emphasized Yury Petrov. Members of the State Duma gave them loud applause. “We also have deputies who have been elected members of the State Duma in the reunited territories for the first time,” he added.
“Let me wish all of you successful and fruitful legislative work, as the quality of life of each Russian citizen and well-being of our country depend on our effectiveness,” concluded Yury Petrov.
Representatives of political parties elected by federal lists of candidates who received seats in the Parliament addressed the participants of the first plenary meeting. They were sitting at the Presidium.

“I am convinced that we together will do everything [to implement] those decisions we discussed at the meetings with our constituents,” said Nikolay Kharitonov and expressed confidence that all members of the State Duma could support that despite the different political views.
“That would be great if we united around our Commander-in-Chief and provided all the necessary assistance to reach the goals of the special military operation,” added the CPRF representative. He expressed gratitude to workers of electoral commissions and Ministry of Defence of Russia for their work as the elections for the State Duma were held in challenging conditions.
In his speech, Nikolay Kharitonov expressed gratitude to Vyacheslav Volodin for his effective work as Chairman of the State Duma of the 7th and 8th convocations. “Under his chairmanship, the State Duma has regained respect,” emphasized the deputy.
Valery Seleznev expressed gratitude to all voters for their trust. He said that LDPR would continue its activity at the 9th State Duma aimed at developing legislative decisions to support families with children, elderly people, to develop regions and municipalities, industry and agriculture.
“We have a priority common task which should help put away all our disagreements,” expressed confidence the LDPR representative. “Victory in the special military operation will definitely be ours. And the State Duma should do everything possible to bring this victory closer: to adopt all the necessary decisions in the interests of the front, to protect the rights of military personnel and their families and to create all the necessary conditions for all those who come from there to receive medical assistance, rehabilitation, to get a job and return to peaceful life,” he added.
“Absolute priority issues for our faction are development of the country, industry, new technologies, robotization,” said Anatoly Greshnevikov, representative of A Just Russia faction. “Main priority issues still [include] proving support to participants in the special military operation, volunteers. We will work more effectively for our guys to bring the victory,” he added.
Anatoly Greshnevikov expressed support to Vyacheslav Volodin and his nomination for Chairman of the 9th State Duma. “A Just Russia faction will support Vyacheslav Volodin, because we all together with him will increase the parliamentary authority, fight for sovereignty,” he said.
Sardana Avksentieva said that New People will continue providing support to families with children, including single mothers, and young people.
The deputy recalled that the State Duma would review a draft federal budget for 2027–2029 in the nearest future. “Despite all the expenditures on the special military operation, we have to keep all the social benefits and rates of development of our country. We support this,” emphasized Sardana Avksentieva.
Yury Petrov, in his speech, expressed gratitude to all voters who took part in the elections of members of the State Duma of the ninth convocation. “We are all here in this hall today only thanks to their will and determination to go to polling stations despite the blatant terrorist attacks and unprecedented pressure of the West that tried to disrupt the elections. But they have failed! Our people showed unity and unwavering confidence in victory,” he said. In addition, he also expressed gratitude to representatives of the electoral commissions, who was working sometimes even risking their lives.
“This is an unequivocal support for the policy pursued by our President Vladimir Vladimirovich Putin and aimed at strengthening Russia’s sovereignty, the right on its own path of development, at protecting the historical memory and our traditional values,” emphasized the United Russia representative.
Yury Petrov also expressed gratitude to the President of Russia who endorsed the nomination of Vyacheslav Volodin for Chairman of the State Duma of the ninth convocation. “This will keep a high level of adoption of qualitative laws aimed at addressing specific problems of our citizens,” noted the deputy.
