The Council of the State Duma made a decision that, the bill on the denunciation by the Russian Federation of the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment and its Protocols will be considered on September 17. “The bill submitted by the President of Russia Vladimir Putin will be considered as a matter of priority this week, on Wednesday, September 17,” said Vyacheslav Volodin.

He recalled that “the work of our country in the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment was blocked by the Council of Europe, which has not allowed electing a representative of the Russian Federation as member of the Committee since December 2023.”

“Our requests to ensure Russia's representation are ignored, despite the principle of cooperation enshrined in the European Convention,” said the Chairman of the State Duma.

The bill proposes to denounce the Convention of 26 November 1987 and Protocols No. 1 and No. 2 of 4 November 1993 to it, signed by the Russian Federation in Strasbourg on 28 February 1996.
