The second meeting of the Inter-parliamentary Commission on Cooperation between the State Duma and the National Assembly of Vietnam was held in Hanoi. Parliamentarians discussed issues of providing legislative support to cooperation between the two states in the fields of energy and transport, information technology and agriculture, science and higher education, financial and interbank interaction.
Representatives of the relevant ministries of Russia and Vietnam also took part in the meeting.

He recalled that in the joint statement of the presidents of Russia and Vietnam adopted in 2021, which determined the main directions of the comprehensive strategic partnership of the two countries until 2030, “there was set the task to enhance the inter-parliamentary interaction.”
The Chairman of the State Duma proposed to instruct the relevant committees of the State Duma and the National Assembly of Vietnam to establish interaction on a permanent basis. That would increase the work efficiency, as he said.
“I would like to emphasize that sanctions and challenges also give us opportunities. “We should use new formats to find solutions to the accumulated problems and give greater dynamics to the achievement of the development goals of our relations, so that trade turnover will increase, as well as there will be developed strategic areas of our cooperation, such as the oil and gas field, transport, education, peaceful nuclear energy, and agriculture,” emphasized Vyacheslav Volodin.
The Chairman of the National Assembly of the Socialist Republic of Vietnam Vương Đình Huệ stressed at the second meeting of the Commission that the parliamentarians would exchange lawmaking experience and discuss cooperation in the field of energy and transport, science and education, IT technology, economy and finance, trade and investment.
“This will be a matter that binds the two legislative bodies, improves the legal framework to enhance the comprehensive strategic partnership between Vietnam and Russia for the benefit of the people of the two countries,” he stressed.

The Chairman of the Committee on Science and Higher Education also welcomed Vietnam’s decision to include Russian language in the list of first foreign languages to study in secondary schools.

to liquidity in Vietnamese dongs,” she noted.
The parliamentarian also proposed to use more actively the platform of the Vietnam-Russia Joint Venture Bank, created to support bilateral projects.

Parliamentarians discussed issues of providing legislative support for bilateral cooperation in the fields of energy, security, digital economy, regional cooperation and cultural and humanitarian ties. The agreement on the creation of the Commission was signed on December 24, 2018, during the official visit of the State Duma delegation to Hanoi.
