Members of the State Duma adopted the law on regulating the admission of foreign medical products to the Russian market in the sanctions conditions.

to simplify and speed up the procedures of admission of necessary medicines to the domestic market, as well as to minimize the risks of anti-Russian sanctions

In case of a shortage of medicines in 2022, the Government will be able to simplify procedures for admitting foreign medical products to the Russian market. “According to the decision of the Government, newly registered foreign medicines will be able to be sold in Russia in foreign packs with a label in Russian language until 31 December 2022. Currently, such medicines must be sold only in Russian packs,” Vyacheslav Volodin explained.
According to the text of the law, manufacturers of medical products or organizations that import such products to Russia do not have the right to suspend supplies no later than six months without prior notice.
“We adopted in the second reading an amendment which will not allow wholesale trade organizations to keep medicines in warehouses and artificially create a shortage. Wholesalers will be required to comply with deadlines for the shipment of medicines to pharmacies, as such a norm is directly provided for by the law,” said Vyacheslav Volodin.
The Chairman of the State Duma also recalled that the law adopted as part of the first anti-sanctions package expanded the list of medical products for procurement by medical organizations under the simplified procedures. In addition, the Government now has the right to set the maximum cost of medicines included in the list of essential medicines.
“Now it is necessary to do everything possible to provide our citizens with high-quality and affordable medicines,” emphasized Vyacheslav Volodin.
